As Chairman, Paul Rodriguez created the company’s vision and strategic direction, so our practices exemplify these values and support our clients and associates. He works closely with the board of directors and guides the senior leadership team, inspiring a servant leadership culture and results-driven organization.
In his early twenties, Paul moved back into his mother’s house after a business venture went sour. He stayed in a single car garage the family repurposed into a makeshift bedroom and started the staffing company from that garage. Since founding NSC in 2000, Paul has grown the company in staffing services for the marineskilled tradeslight industrial, and technical and professional industries. Through his efforts, NSC has become one of the top 1% of U.S. staffing firms.

Paul is dedicated to providing the best candidate and client experience by honoring commitments and even visiting associates at job sites. He believes in equipping individuals with specialized skills and businesses with quality talent to bring opportunity to workers and communities alike.

J. Todd OkenTodd Oken is Chief Financial Officer and collaborates with the leadership team, board members, and other stakeholders to bolster NSC’s position within the staffing industry. He is integral to the company’s success by enhancing the organization’s performance, developing a profitable financial plan, and optimizing operations.

Todd is a proven leader with the ability to manage large-scale projects and oversee long-term goals with customer and business partner perspectives. Before joining NSC in 2021, he was CFO of Chartwell Staffing Solutions, a light industrial and professional staffing company. Prior to that, Todd was CFO of the Global Staffing Services division of CDI Corporation and a senior manager at Deloitte Consulting’s strategy and operations practice.

Todd earned a Bachelor of Science degree in Electrical Engineering from The Johns Hopkins University and a Master of Business Administration from The Wharton School of the University of Pennsylvania.

Brad Simmons

Brad Simmons

Senior Vice President, Human Resources

Brad SimmonsBrad Simmons heads up Human Resources and is experienced across all facets of the department. While leading day-to-day HR functions across field locations, he leads corporate initiatives for acquisition integration, expansion, talent development, and employee rewards. 

Brad comes from Elevated Facility Services and 21 years at Hertz, where he spearheaded programs that supported strategic initiatives, drove customer satisfaction, and retained employees. His experience extends to internal training and development, expanding organizational capabilities and employee/labor relations. Designated as a Senior Professional in Human Resources (SPHR) by the HR Certification Institute, he is accomplished in operational alignment, performance management, compensation, and benefits.

Brad earned Bachelor of Science and Master of Public Administration degrees from Georgia Southern University.
